The 100% Condom Use Program was implemented in An Giang by An Giang AIDS Control Association with the technical support of PHAD. The program is one of a series of activities of The Health Policy Initiatives (HIP) project funded by USAID through The Abt Associates Inc. It is aimed at filling the gaps not covered by previous programs and projects relating to condom use implemented in An Giang. 100% condom use is defined as the availability of condom in all the entertainment services, including hotels, Karaoke, hairdresser’s salons, hourly motels and other “hot” places.
Moreover, it is to promote condom use in all types of sex work. It is said to be the first HIV reduction program to be given such a high level of approval by the authorities. That approval was expressed by the decision of the province to implement the project. It is also the first time the police have been involved in the project as local collaborators. That collaboration as well as cooperation of relating units such as An Giang Center for AIDS and Tuberculosis prevention and control and An Giang AIDS prevention and control association has contributed to bring stability to the project.
